General Special Import Measures Act [SIMA] Information

Submit your questions about the delivery of the anti-dumping and countervailing duty program to sima.lmsi@cbsa-asfc.gc.ca. We will provide general information on the following topics:

Filing an Alleged Dumping or Subsidizing Complaint on Goods Imported Into Canada

Small or Medium-sized Enterprise (SME) producing goods in Canada are encouraged to contact officers of the Anti-dumping and Countervailing Directorate in Ottawa at the earliest stages of the development of their written complaint respecting the injurious dumping or subsidizing of goods imported into Canada. Such consultations serve to eliminate possible difficulties in the preparation of a complaint. For such consultations, refer to the contact list below.

Investigations, Re-investigations and Expiry Reviews

In the course of,

  • an investigation into the dumping or subsidizing of goods imported into Canada;
  • a re-investigation of normal values, export prices and amounts of subsidy conducted to update the information used in the assessment of anti-dumping or countervailing duty payable on goods imported into Canada subject to a Canadian International Trade Tribunal's order or injury finding; or
  • an investigation conducted by the CBSA in the course of an expiry review of order or injury finding made by the Canadian International Trade Tribunal,

Requests for Re-determination

A request for re-determination of a determination made under the Special Import Measures Act on any importation of goods may be filed with the Director General, Anti-Dumping and Countervailing Directorate, in Ottawa.

These requests can be made by submitting a complete Form B2 (Adjustment Request) and information to accompany the request at the following address:
